How would you be able to rearrange a fish tank with the fish still in it?

I want to because my tank looks to cluttered, and anchors are showing, and the gravel is all uneven and it looks bad. So, how would I be able to reach down in the water safely?

If you didn't know, it might not be a good idea to reach your arm in if your fish are piranhas! Or electric eels for that matter.
