    Most likely, there is some debris in the fill valve, that is restricting the flow of water into your tank. The type of pipe you have, can contribute to this. Also, anytime a water main ruptures, anywhere upstream of your home, dirt, rocks,& debris can be pulled into the water mains, and get pushed along, and end up inside your pipes. Depending on the type fill valve, most are easy to disassemble, and remove the debris. Good luck to you, and Happy new year!

    If it's old, it needs to be replaced.

    If it's not, then drain, and close the valve for the water.

    Spray everything with WD-40. Then open the water valve. Usually takes care of all "whining". At least it worked for my plumbing noises.

    Recently happened to me --

    My problem was the toilet fill valve -- long pipe-like structure controlling the water intake, inside the toilet tank.

    Replaced it -- solved the problem.

    My fill-valve was kind-of old

    Again, could be anything, but I'd check there 1st
