You can buy special "rubber" rug pads that you can cut to fit your rug and it will keep it in place. It is a thin stretchy material that is skid proof. Any carpet store should carry it.

You can also buy special double sided tape that you stick on the bottom of the rug. Any of the home decor stores (Bed Bath Beyond, Linens and Things, etc) should carry it.
The brand I bought is called "Rug Gripper", but I am sure there are others that will work just as well.
