If the author writes the screenplay, he has more of a hand in the making of the movie as to someone like Stephen King, who turned down Kubrick's offer to write a screenplay for The Shining. He was able to get his vision, later, but Kubrick's film is much more superior opposed to the TV movie.
No, you could suggest how to set some scenes out but unless you have gone to film school, no.
