How long do you have to play yahoo games before you can chat on the games. I have been playing canasta with my friend but we cannot chat

sometimes it just might be the way the game is set up that particular moment. in one game i played you couldn't chat if too may people were already logged in and chatting and playing. but i'm not sure
maybe for that game you can only chat if you have so many points? or time logged in for the game? to deter people who just want to chat and not play i mean
whats canasta anyway?
