it is the opperating system mine does the same. it may annoy you but it just a flaw in the design hopefully they changed that in the new windows 7

It's the video card drivers loading, it's normal.
If it's bugging you so much, uninstall your video drivers "Just kidding".

why does my laptop flash twice when i log on?
HP 530 Business Notebook
2GB Ram Memory
Windows Vista Home Basic
When i log on to the machine it flashes twice in a black color why does it do this it annoys me so much

It's just your Video Card drivers warming up. It's normal and every computer does it at the log-in screen.
So deal with it, in other words.
