it says to connect device to the computer so when i do it the computer makes a noise as as if it connected but it doesn't say device connected up in the corner so it wont let me sync it.

That is because you need to use iTunes
http://www.apple.com/downloads/
once downloaded you can import songs by going to ...File...Add Folder/File To Library...
once you do this the rest is self explanatory
