i have an alltel prepay. when alltel and verizon merge will i be able to flash my phone to verizon and access their features?

Yes of course! Once alltel and verizon merge you will automatically become a Verizon customer and will be able to choose any Verizon phone, and all of its features!

I would say yes just as tmobile and sprint are coming together i wouldnt think youd have any problems at all
