Yes and no.
You have to get the unlimited data to get it under contract, or to activate it on the Verizon network.
You can technically buy the phone for full retail (I think it's in the $650 neighborhood) and not use it on the Verizon network, but I'm sure that's not what you are wanting.
Android is a *very* internet connected operating system and is pretty crippled without data. If you don't want to spen $360 a year for wireless data, and just want to use WiFi, get yourself a plain old phone and spend the $360 on a netbook... You'll be MUCH further ahead.
If you are going to have a smart phone that was designed from the ground-up to be highly dependent on the internet, it's not much use to you if it's not connected.
