Hello, I'm a brazilian english student and have learned American English, but next week I'm supposed to deliver a speech at the British Council here in Brazil. And I don't if this expression works in British english. Help me?

the context is "there's so much we need to get done, yet so little resources that makes it extremely hard to know whether to wind a watch or bark at the moon", it's supposed to mean "it makes it extremely hard to know what to do first"
