I'd like to 'practice' my photography. How do beginning photographers practice and

get better? Do I take photos only when I see something worth shooting? or do I look for something outstanding in the ordinary and start snapping, hoping to get something tangible?

I usually go down to the canal at the bottom of my street at sunset, and i've managed to snap some nice ones.
Just try to find a nice spot.
And take photos of whatever you fancy, then you can sort them out later into which ones you want to keep!
