For the HTC Droid Eris do you have to pay $30 extra a month or just not have internet?

I want to buy the HTC Droid Eris from verizon, but i cant pay 30 more dollars a month so can i just not have the internet on the phone?
I love this phone and can pay for the phone and monthly service but i cant pay 30 more dollars a month.
