I have a 1983 cady the brake pedal is hard with the engine off and as soon as u start it goes slowy to the floor i replace the brake booster and master clyder and bleed the brake system and checked the line for leaks and it still goes to the floor

That's normal. What does it do when you hold it down with the engine running? If it goes down slowly then, you probably need a master cylinder ( or else look for leaks at wheels or elsewhere, which you did already.) If the pedal seems too low to you it may need adjustment or fix the adjusters or more likely new pads.
