Thread: What is the annimated Halloween cartoon they show on cartoon network called?

My mom remembers watching a halloween cartoon on cartoon network last year about a brother who makes his little sister go to a witches house and the witch is nice and shes having a party with a werewolf and vampires. the girl has fun. my mom thinks that the show may have been made in the 90's but shes not sure. apparently they show it every year on cartoon network. if you have any idea what show this may be please help. thanks!
