It would be a problem until South Korea's economy grew to accommodate them. The market would sort itself out so to speak. You also have the added benefit of opening up North Korea to investment.

Chinese companies have done it all over Africa. Where the west was stupid and gave the Africans handouts in the name of humanitarian aid, the Chinese were smart and rebuilt industry and gave the Africans the tools to improve themselves rather than subsist on handouts.
