My vote is for drilling a hole just slightly smaller than the diameter of the screw, down through the center of the screw then breaking off the head of the screw with pliers and removing the mounting ring. Then using a self-tapping screw to replace the old rusted one, slightly enlarging the hole in the mounting bracket with a drill if necessary.
Small vice grip pliers and PB Blaster. Work the screws back amd forth to gradually loosen them up. Don't just twist one way or you will snap them off!
The next step after that is drilling them out.
