$15 Data unlimited,,,works only for unlocked phone?

I just ordered a brand new AT&T HTC Fuze on ebay.
The phone is not unlocked. And I want to get data unlimited with AT&T.
How do I add $15 data unlimited service with my phone?
wouldn't AT&T know that it's a smartphone?, therefore, would only allow me to get pda internet which cost more?

I work for At&t, whether its unlocked or not has zero to do with how much you pay for internet. If you want to get away with only paying the $15 a month you have to give them an imei for a phone that is a non-pda device. If you register with them the imei of a pda our system only allows for pda plans and its impossible to even add a $15 data plan. Just find an old phone you have or take an imei from a friend...however if you want to get insurance on the phone or ever use the warranty you may be screwing yourself. If you use insurance we go by which imei is on the record in our billing system so if its shows some piece of crap when you really have a higher end phone, you're going to get the piece of crap as a replacement and not your nice phone.
