The upcoming downtime is when the divested markets will be split into two seperate companies in billing and other customer systems. This is necessary because once either transaction closes they must operate as seperate companies.
With Verizon's last letter to the FCC they urged the FCC to comply with divestiture demands, but the last part of this paragraph is something that I do not have ANY knowledge about.

I feel that once the buyout was approved by the FCC while Bush was still in office, the FCC should have set a time frame for people to challenge the sale of the divested markets, and then once the time frame came up, the FCC under Obama should have ruled on this thing without dragging this thing out.
There was a time frame. This transaction was supposed to be approved within 180 days. We are currently on day 310. So there was a time frame, but just like any other government time frame, they blew right by it.
