    stipple is what it's called, i don't know who invented it though. try googleling stipple or go to wikipedia.

    stippling, it is not painting though it is more of a style of drawing. Unless you are referring to the painting style known as impressionism which is usually dots or dabs of color that coalesce...it was really a movement and there were several artists that brought the impressionist style to be accepted as an art even though it took years and you may be thinking of Renoir, or Matisse or any one of their cronies like Monet or Manet or Gauguin who was post immpressionist...........

    like its just a bunch of dots from close up, but as you move farther away a picture forms??? and who is the man ( i kno its a guy) who invented that style???
