What late '90s CGI cartoon had the man who could look into "the Matrix"? I'm pretty sure it was on Fox Kids, but there was a show where the main hero could kind of look at his surroundings and perfectly predict the outcome of his or his opponents' movements. It even had the "bullet time" effect and Matrix code going on (even though I believe it aired well prior to The Matrix movie). Thanks for the help!
