How do I make a Chinese phone work with Irish networks?

I got a duplicate of a Samsung Galaxy Note from China, and it does everything, except what a phone should do - call and text. The phone won't take or make calls, and won't receive or send texts. It's a dual sim phone too.
I've tried different SIM cards, like Meteor, 3 and Vodafone, but the same thing keeps happening; the phone works perfectly for a few minutes. But then, it stops and tells me it has no signal. It still, however, reads the SIM and reads it as being present in the phone.
Has anyone had a similiar problem? Or a solution? Thank you!
