No, they don't use more electricity and yes they do have a built-in circuit.
Does a flashing LED use more power than a normal LED? Someone told me that flashing LEDs consume more power than normal LEDs because a memory chip is used to control the flashing and this also uses power. Is this true? Is this also true for flashing LEDs which have a built-in circuit?
