Sure. You just have to wait 30 days from the date of purchase (or you have to return the phone) and pay the $175 early termination fee.
if you signed a contract with AT&T you will need to pay a penlaty fee if you wanna cancel the service.
You should be able to but if there is any issues you won't have any support with them. Plus At&t charges a cancellation fee around $250
