If building 7 did collapse due to a fire, are the architects and people responsible for that buildings structural integrity under prosecution?

It seems only lucky that there was nobody in the building at the time. What if it errupted into flames with people still in it? Would the fire department only have 7 hours to save them before the whole building came down? It seems like a building should be designed to completely withstand fires of at least temperatures created by the common corabustibles found within it.

If the building was prewired to explode during construction, at some point over the 15+ years the building existed, there would have been people gutting the entire building to reach key points inside walls where the explosives were placed to make sure that they weren't going to go off just because

It's not entirely outside the realm of possibility for a building to be wired to blow...but you're not going to find that building in downtown NYC

the murrah fed building was brought down in controlled demo and yes, largely fell into it's own footprint

There are also three general types of collapse that occur under fire conditions like in WTC 1, 2, and 7:

Tent, Pancake, and lean-to types. Buildings under fire conditions don't really fall completely to one side or another when they collapse. The parts that may extend out past the footprint tend to be things blown out by the force of collapse, curtain walls, etc.

It can happen during fire, sure. However a building is more likely to collapse completely outside of the footprint if the foundation is severely damaged by an earthquake or similar event that impacts it low and on one side.
