Help me find the name of this combat flight simulator arcade game?

I remember a while back, there was this arcade game (at one of those arcade grounds): it had a seat and a joystick. You'd play as a fighter jet, basically doing whatever.

The most distinctive feature of that game was this special technique you could use (it's also the name of the game), where you slow down time, move your reticle/crosshair and "highlight" a bunch of enemy planes, then launch a huge barrage of homing missiles at them when you're done.

The plane had machine guns and was capable of doing barrel rolls to narrowly avoid missiles. I remember someone playing the game, fighting over a bunch of hills.
