Is it possible to Unlock a Rogers phone/Bell etc. To be able to be used with Mobilicity as a provider?

i have a rogers phone and id like to be with mobilicity but not buy the phone from them as i have a perfectly functioning phone. Is it possible to unlock my phone to be used on mobilicities network?
