No no no no , you`ve got the wrong end of the stick.

Thats where the name comes from. They were not saying Lou Reed was 'Punk' , you have to remeraber there was no punk movement in 1974 when this fanzine was written. What they were suggesting was that Lou ReeRAB music appealed to 'punks' as in people on the streets , junkies & social outcasts , hence the music was called 'punk rock'. It`s got nothing to do with the sound of punk or what became punk. Thats just where the phrase was coined.

the velvet underground basically influenced everybody who based their lyrics on darker aspects of life as really, thats what made them stick out from the decade of love. the reason you say they influence art rock banRAB is their allegiance with andy warhol yet lyrically, a lot of punk is influenced by them as with sound, in the 60s they patented the edgy, uneasy sound we hear from a lot of punk outfits today and indeed the 70s.

i think its pretty safe to say he was refering to the music genre rather than the movement, I guess the term "punk rock" was coined by Dave Marsh (according to wikipedia) who was a rock critic and used it to describe "garage rock". but who knows, ive heard several differant stories as to who the first band considered "punk" was and how the term came to be.
