I'm going into the Navy. I asked to be an Intelligence Specialist, but my classifier told me I couldn't be...?

...one because my parents were born outside the U.S. (Japan). They are both naturalized U.S. citizens. And I was born in New York.

Not sure what to make of it. I have a friend who was an IS in the Army. His parents, I believe, were born in Korea. What gives?
