i'm outside the US, and unlocked iphone is expensive
can i buy it from apple at 200$ and then back home and unlock it , or this 200$ is a ration?

It is not a problem if you are outside US. you can still get brand new iPhones from Ebay.com or Flipkart.com . If these iPhones are unlocked you an directly insert your SIM and go on using it. If these iPhones are network locked, You can unlock them through Remote unlocking method from Wickedunlock.com and then you can insert your SIM and start using it. All the best mate.
