Hmmm recovery mode if you don't have shsh in cydia then you're out of luck only you can restore it with 4.0.. if have then great here's my suggestion to you:

first download umbrella:check if you have shsh in cydia. here's the link:

if no shsh on cydia for 3.1.3, then tough luck my friend you need to wait for another jailbreak maybe coming since userland just ported the iphone 4..
