The following process can also be done on iphone 3gs 3.1.3 when different sim card is detected. If you have shsh blobs saved on Saurik - Cydia. One can again reflash the iphone 3gs 3.1.3 with boot loader 6.4. I have followed the process of downgrading.

this problem occurs after unlock ..with each new sim u get message to activate iphone..
