I always thought that high rise apartments would be the ideal location for PRT stations. This would be a far more efficient mode of transportation than electric cars and the proximity of such apartments to city centers means initial deployment costs would be minimal.
As to retrofitting the parking lots for charging, there is the danger of what essentially amounts to a rush hour on the electric circuits when everyone gets home and plugs in. I can see the outlets as being off by default with the user having to log on to a website to schedule when the outlet is to be turned on and for how long, with higher costs attributed for immediate on demand charging and peak period charging. Without some incentive to offset the charging load, the facilities would have to be designed for the maximum possible which would be cost prohibitive for the apartment complex never mind an issue for the power grid.
