I'm trying to get to snow peak...

I have no idea what I have to do next. I tried showing the picture of the redfish to the Zora's and they keep mentioning the Zora boy. I think the Zora boy is in the graveyard place maybe I have to show him the redfish picture...who knows.

I keep trying to go up snow peak and it says you need a "plan" .

Didn't you rescue the Zora boy, then escorted the wagon back to the village?

Nah, you're definitely further along than I am. Snow Peak? I'm not there yet. I just entered the underwater temple. It took me a long time to get past the escort the wagon section. I'm not too crazy about the swimming mechanics, the control and camera.
