The question isnt asking if the military should have one right now. its asking when , what for, and for whom should a manditory draft be used for....

There's no need for one at this time , so no. The military isn't hurting for people.
I could see a mandatory universal service requirement for all young Americans. This would not be a military draft, although volunteering for the military would be one way to meet the service requirement. But everyone, no exceptions, should serve their country in some way, be in AmeriCorps, Red Cross, USFS, or any one of hundreds of service related organizations.
A military draft is not a good idea, as we have already learned during the 60s and early 70s. But if we did have it, I would make it mandatory for the sons and daughters of Congress and the Executive Branch to serve; ie, the people who send us into war. Maybe they wouldn't be so quick to jump in if Junior is on the front lines.
no we already have enough people willing to join and with the economy so bad more people will join as a way to pay for school
NO, When you force people to do something they do not want to do they do a poor job. The best Military we could have is one which is full of people who want to be there. Besides there is no current reason to go to a draft.
