1) I know they used disinformation, but apart from that the question is pretty open.
2) a permanent member of the UN Security Council will always give the U.S., U.K., France, Russia, and China veto power over any legislation, as well as a monopoly of who can police with nuclear weapons.
that changed when India & Pakistan test-launched their nuclear weapons in 1998 as the first non-permanent members to possess nuclear weaponry.
3. Refer to #2 (leave out China. they had their own civil war and war with Japan and no time for war in Europe).
