You have to add the PERL binaries directory to your PATH, as well as your PERL libraries.

How to run perl in DOS Command window?

I'm sure I installed activeperl properly but when I type perl into the command window it just says "perl is not recognized as an internal or external command. i know perl is working because when i create a text file with extension .pl it saves with the perl logo, but i can't run any scripts because of my problem.
please provide step-by-step directions if you can. i'm not that good at techno-babble
