    Where can I find this on a 95 explorer?

    It's exact location is listed in the owner's manual.

    i dont have a ford to tell you exactly but it should be along the fuel line.

    From a Chilton's manual. It sounds like a safety device in event of a problem like an accident.

    Except from trying to stop car jacking, it has no other use. Why else would you want to starve the engine of fuel?
