My parents are not paying for my college education, do I qualify as...

...financially independent? And can I apply for financial aid as a financially independent person?

*Just to clarify, while they currently support me financially, and may buy me a computer or w/e for college, they are not putting any money towards my education (don't ask, long story)

No you would not qualify for a financially independent person because your parents are supporting you. They pay for your food, rent, electricity, car insurance, computer and what not so you will need to use their income but you may still qualify for some fafsa money

Unfortunately no. As long as you are on your parents health insurance plan, you do not qualify. However there are other financial aid options that are available, but i'm not entirely sure what they are called.
