I'm a new rider, and I just bought the Sportster 1200 Custom. I know it's a lot of bike, but I am very conservative with the throttle. I am also pretty tall and have long legs, so I needed forward controls. I went with the insurance that Harley Davidson recommended, Progressive (Global). I had to pay a deposit of $425 on the insurance, but it's only $27 a month. I am 40 years old, though, and I have a good driving record with no tickets or accidents.
If you take and pass a MSF (motorcycle safety course) maybe, but it wouldn't be a bike that I would recommend as a starter. You need to start on a bike with a bit less power (not that the 883 is that powerful... but...) and work/learn your way up the ladder.
