How many workers work for top security levels of the government? A lot. You don't see them leaking information or going public because they never have the entire story... The point is, you can be told to do a job, but have no idea what the big picture is. So NO one gets the whole idea, and they can't figure out what pieces go together. But they all take a part in doing one thing or another..
