There was no firefighting team in the building. It had already been evacuated, and they were essentially watching it burn- external damage control (not letting it spread to undamaged structures) because of the limitations they were facing, like water supply. They made the decision that the building couldn't be saved, and the solution was to destroy it, because of the sensitive nature of the contents.
