I'm with you on programs that benefit children since it's not their fault that they're here and have shitty parents who don't contribute. However that being said, we can't do anything but try to provide for them via handouts, (WIC, Food Stamps, Section 8) which their parents will either do the right thing, or take advantage of. I'm at a loss of how this problem can be alleviated, without shit getting even worse.
