I thought I pointed out the issue of victimless crimes.
But I don't see how you can reasonably compare a very homogenous population of 5 million to a very multicultured population of 300 million. Smaller communities of like minded people with a history of working hard with successful outcomes and little discrimination tend to have lower crime rates. I think most people would agree that treating people like animals creates far more problems than it solves, which of course creates a recidivism issue, but wholesale comparisons just don't make sense.
