Let's say a certain negative trait is found from people coming from RACE-X, and it is not observed by multiple social groups to the point that it is considered part of RACE-X's culture. Is it racist to say that "a considerable amount of RACE-X people commit said negative trait"?

Example:

A large supermarket chain's statistics show that in the past decades, a majority their RACE-X employees are rude to their customers and lack proper social skills. Similarly, a couple department store's statistics show that a large amount of their RACE-X managers in the past have treated their subordinates unfairly and inhumane. And in the Department of Justice's statistics, they have a considerable amount of cases involving unfair practices and it just so happens a lot of the offenders are of RACE-X ethnicity. Additionally, police records show that a certain crime such as drug trafficking is frequently operated by people of RACE-X ethnicity. A considerable amount of young adults in social networks also complain that parents of RACE-X do not approve that their children would date people of a different ethnicity unless they are rich or powerful. Restaurant owners have also complained that they have had customers who take of their shoes and scratch their feet with their hands while dining, grossing out other customers in the process, and it just so happens that those offenders are of RACE-X ethnicity. And finally, news reports show that a huge amount of human rights violations are frequently found in RACE-X's homeland/country.
