No terror attack since 9-11 is the right phrasing. It's like saying, "I haven't tripped since yesterday." That implies that I tripped yesterday, but haven't tripped since.

maybe if someone said 9-12 they'd mistake it for the time
There have been no Alien attacks either, does that mean the government is doing a good job of protecting us against Aliens?
Considering many of our friends have been attacked since then, it's an incorrect assertion by myopic partisans. Attacking our friends is the same thing to the terrorists who lump our allies in with us as "The Great Satan"

No. Neither are accurate. Al Qaeda has pulled of several terrorist attacks since 9/11. Even the US has not been terror free. I would say the DC sniper incident was a terror attack.
