I know that unlocked means that you can use the phone for any provider except Verizon but is that it?

If I buy an unlocked Motorola Cliq does that mean that it will have free use of wifi?

wifi is free whether it is unlocked or not.

You can use wifi on the CLIQ whether it's unlocked or not. Actually, you don't even need to have cell service to use it with wifi, as the phone will let you use most of its functionality without a SIM card.
