2004 Suzuki Sv650s not running right?

I have a 2004 Sv650s with 4300 miles on it.. Have experienced zero problems, was riding home in the rain tonite and all of the sudden my power dropped significantly. It almost felt like something was shoved in the . You could be on the throttle and not have any power, then full power for a split second. Smells extremly rich, checked the air filter...its fine. Nothing is unplugged. I dont know where to look

Ok, based on the little info you gave lets solve this.
It's raining, no problems before, then power lost.

OK, the most logical is the coil/spark plug wire on one side is wet or grounded out, nope you wouldn't get shocked. However your bike would run on half power and the unburned gas on the other cyclinder would make it smell rich. As it dried and tried to fire you would get bursts of full power.

    easy as pie !

this seem s to be a simple case of either a duff sparkplug, or more n likely the cap is arcing out, coz it got wet... if its got metal plugcaps bin em, and fit champion types, with rubber boots, whic seal themselves..

easy way to find out, is if it starts perfectly tommorow, then it was just wet, and its dried out. if it starts on one cylinder, then its a duff pplug, and just needs cleaning or changing.
