I have a 10 gallon tank with 3 albino cory catfish, 2 female bettas, and 1 rosy red minnow. I want to know if i could add a school of 4 neon tetras. is it ok to do that or am i pushing it even without the tetras

Well, I always thought bettas were mean.
They are all small fish so they can prolly fit.
If the 6 fish you already have look like they have a lot of room and aren't stuffy, they go ahead and add the tetras. they are tiny
You are pushing it. Unless they are all extremely young. Check this website for approximate stocking levelshttp://www.thetropicaltank.co.uk/tanks-us.htm. Also it sounds like they are all aggressive so you may want to give more room and possibly remove the rosy red
