my fish is always in the surface its like she is sleep moving and her belly is like a yellow bone please help me what to do and what is this disease

it could be a number of diseases and is a result of neglect. make a water change (with de-chlorinated water) to improve the water quality and don't overfeed your fish. make regular water changes if you want healthy fish.
