How to make an unordered HTML list without having to copy paste each <li></li> tag

individually? I have a huge list that needs to be made into an unordered list. There is no way I am going to copy and paste each tag around the words. I use phpDesigner and am very surprised I cannot just highlight the list and format into an unordered list. What's the best way to go about this task?

Input <ul></ul> ul means unorderd list,and insert between <i></i> .it = <ul><i>input text</i></ul>
